Ok, yes it's DNA, but do you realize how much it costs to do a DNA test? It's not like they're going to call the police, and the cops are going to come out, collect the semen and then run a test just to find out who put some cum on their car door... No one is going to spend that sort of money and time just to find out who the cum belongs to. Plus, they probably don't even realize what it is half of the time.
As for the plate number: I did that one time and I did it really close to the parking lot exit and she was in such shock and I got out of there so quickly, that I'm sure she did not read my plates. But I've thought about that...
