OP...mine grew some but not a lot. My testicles finally dropped down and stayed down when I was around 13 or 14. My penis never got anywhere near average sized, for an adult anyway. It's just a little over 4" erect and a little over 3" in circumferance and that's now. I'm a sort of skinny guy too. I never got much body hair either. I've got good hair on my head but other than some hair under my arms and a little bit of fine, whispy pubichair I'm pretty much smooth..all over. Oh well.
