I'm pretty sure "gay" means having sexual relationships with someone of the same gender as a result of being sexually attracted to them.
Oral sex is still sex.
So, while it doesn't "make" him gay, he did have gay sex.
So, he had gay sex, but he's not gay. Unless he actively pursues gay sex from now on because the act of having homosexual relationships excites him, in which case, yeah he's homosexual.
