Does anyone know how to make jpegs larger without losing resolution? or how to enhance pic resolution altogether? If there is a good program let me know, if someone wants to enhance this pic of ashs ass that would be even better.

Pretty much what both these guys have already said. You might be able to find a program that will upres this photo for you but it won't give you any new detail as it will only be working with the info that's already there. I took a course that involved some digital image work using photoshop and other graphic programs (not saying this makes me an expert by any means) but I think the only way you'd be able to get what you're looking for is if you had the raw camera footage or a non-rasterized data file. If this image was taken from a hard copy that you have, you could just scan it at a very high resolution. Other than that, you'd have to know someone who works for a graphics design company or something like that.
