Governments are against the legalization of cannabis for one simple reason $$$$$$$
It is too easy to grow so they can't get tax money from it like they do with tobacco or alcohol. The big Pharma companies are against it because it actually HELPS people suffering from chronic pain or in the final stages of cancer and is a lot cheaper than their artificial drugs, so it's $$$$$ again. LEO's are against it because when they pull you over because they think you're under the influence, they don't have a "breathalyzer" to test for the use of cannabis (yet).
