A person with a little skill could make one.
Then have a game with a wheel and ten sections. Get a group of guys. Each takes a turn. They put their cock in guillotine and spin the wheel. 5 sections say safe and they can take their cock out. 3 say spin again, so they spin again. 2 say you lose and if you land on either of those the blade comes down and bye bye penis.
